Telecommunications Manager

Job Summary:

Aligns our telecommunications (telecom) and wide area network (WAN) technologies with the goals and objectives of WellCare.  Manages a team of telecom analysts and support technicians.  Provides indirect management of technology, systems, processes, and vendors to accomplish the department goals.  Functions as the telecom technology expert and adviser to the business areas. 

 

Essential Functions: 

Manages and develops direct reports who include telecom analysts and technicians.  Directs work assignments, measures results and initiates personnel actions as required.

Investigates, initiates, and manages process and cost saving improvement initiatives.

Monitors telecom service billing for errors and over billing.

Manages telecom equipment production and change control.

Sets direction, allocates, and reallocates utilization of resources as required.

Determines operational tactics to implement policies and strategies.

Coordinates activities of unit to meet budget and deadlines and resolves conflicting demands.

Sets overall goals, performance standards, and operational priorities and manages resources to operational goals and budget.

Provides input into budget and responsible for fiscal performance of function managed.

Establishes objectives, schedules, and cost data for the business of the function being managed.



Additional Duties: 

Assists in developing short range plans for the telecom area.

Participates in planning and oversees the implementation of programs and strategies.

Acts in liaison capacity with other areas and business units.

Make recommendations on matters of policy and approve changes in area of expertise.

Other duties as assigned by senior management.

 

Knowledge, Skills, Abilities Required: 

 Avaya and Cisco ICM experience required

Comprehensive knowledge of telecommunications production challenges and requirements.

Ability to actively participate in the design, implementation and support of complex telecom systems.

Ability to build and leverage strong vendor relationships.

Experience with negotiating software and hardware contracts and licenses.

Understanding of federal, state and local regulations and tariffs related to telecom services and billing.

Skill in evaluating risk to production changes and building contingency plans.

Experience with managing re-engineering and implementation projects.

Thorough understanding of WAN and LAN technologies and equipment.

Working knowledge of current and emerging information telecom processes and technologies.

 

Education/Experience:

Bachelor’s degree or equivalent directly related experience.

3+ years of information systems or telecom management.

5+ years working in information systems areas.

Demonstrated strong and assertive leadership and facilitative skills.

Ability to retain confidentiality regarding privileged company information.

 

Communication and Numeric Skills:

Excellent oral and written communication skills sufficient to communicate clearly and grammatically both complex and simple messages to a wide audience either within or outside of the organization.

 

Computer Skills:

Knowledge of Word and/or Excel sufficient to enter data, copy or cut and paste data and print results as required.

Knowledge of and/or ability to utilize COGNOS for budgetary decisions or review
