Position Summary
The Senior Buyer leads Operating Groups equipment and material supply chain. This position is tasked with envisioning and communicating the overall Equipment Supply Management business plan for the group, constructs a strategy based on that plan, and ensures it is executed efficiently and in concert with corporate Equipment and Supply Management goals. He or she is also responsible for developing equipment operations personnel, growing profits and controlling the cost of equipment and supply operations. This position has a dual reporting relationship to Equipment Supply Management Leadership as well as Operating Group Leadership.
Initial Primary Responsibilities: Facilitate the implementation of TI-5 in the assigned operating groups.
Key Accountabilities
• Measure and balance utilization of equipment and supplies.
• Develop revenue and margin strategies.
• Coordinate with Estimating, Pre-Construction and project teams on upcoming equipment requirements; prioritize list based on upcoming requirements and Mortenson equipment facility goals.
• Determine equipment, tool, and consumable acquisition standards. Provide ROI analysis to CAM.
• Monitor appropriate equipment facility reports:
• Oversee and help acquire, distribute and store supplies.
• Analyze internal processes, recommend and when approved, implement procedural or policy changes to improve operations
• Analyze price proposals, financial reports, and other data and information to determine reasonable prices.
• Analyze financial activities of the department and prepare budget.
• Analyze supply specifications, data and other information. Investigate internal and external supply trends and form plans to capitalize on opportunities.
• Attend meetings, trade shows, conferences, conventions and seminars to network with people in other supply chain departments.
• In cooperation with the group equipment manager, determine root cause of under performing equipment and create remedial strategy.
• Confer with team members, users, and vendors to discuss defective or unacceptable goods or services and determine corrective action.
• Consult with supervisor and other team members to resolve problems, such as equipment performance, output quality, and work schedules.
• Identify opportunities for strategic supplier relationships. Negotiate and maintain regional equipment and supply contracts.
• Evaluate and monitor contract performance to ensure compliance with contractual obligations and to determine need for changes.
• Examine procedures and recommend changes to save time, labor, and other costs and to improve quality control and operating efficiency.
• Formulate policies and procedures for bid proposals and procurement of goods and services.
• Guide, direct, and motivate team members. Provide guidance and direction to team members, including setting performance standards and monitoring performance.
• Maintain and review computerized or manual records of items purchased, costs, delivery, product performance, and inventories.
• Monitor and follow applicable corporate ESM directives, local, state, and federal laws and regulations.
• Monitor changes affecting supply and demand, tracking market conditions, price trends, or futures markets.
• Prepare purchase orders, solicit bid proposals and review requisitions for goods and services.
• Provide consultation and support to operating group leadership, company asset manager, and procurement director. Provide guidance and expert advice to management or other groups on technical, systems-, or process-related topics.
