JOB SUMMARY:

Under the direction of the Executive Director, the Manager of Purchasing and Stores must ensure the company obtains the supplies, resources and equipment necessary to maintain service to the Community.  This position is responsible for all purchasing functions including, but not limited to, contract preparation, negotiations and analysis, proposal coordination and the company’s DBE program.  In accordance with applicable laws and regulations, implements and monitors the Company’s procurement procedures and guidelines.  In addition, the Manager of Purchasing and Central Stores oversees the daily operations of the stockroom.  This includes the ordering, issuing and receiving of parts as well as the accuracy and security of the inventory.

 

ESSENTIAL DUTIES AND RESPONSIBILITIES:

· Development and continuous review of goals, objectives, standards, policies and procedures regarding the Company’s purchasing and central store functions.

· Analyzes and recommends suppliers by considering prices, delivery time, vendor reputation, product quality and all other material factors.

· Preparation, negotiation, analysis and administration of contracts with vendors and suppliers.  Should be familiar with standard contract language and applicable uses.  Assists in preparation of contract specifications.

· Is familiar with federal, state and local regulations pertaining to procurement. Keeps current with any changes or new items, analyzes the impact to the Company and advises all departments in a timely manner, as appropriate.  Must be able to understand and apply the various rules and regulations associated with each funding source, seek new solutions and make sound recommendations.

· Provides information and advice to other departments and management on all procurement matters and assists them in processing requisitions, purchase orders and contracts

· Provides direction and leadership in the implementation of a new purchasing and inventory system.  Determines computer report format and requirements for adequate utilization of information.

· Determines efficient minimum and maximum parts inventory levels to ensure service is maintained to the community.  Assists the Maintenance Department in identifying capital component needs.

· Monitors inventory control for accuracy.

· Supervises and trains assigned staff.

· Develops and maintains good working relationships with outside agencies and Company management.

· Other duties as assigned.

 

MINIMUM QUALIFICATIONS:

EDUCATION AND EXPERIENCE:

Minimum five years of progressively responsible purchasing and central stores administration with supervisory responsibility, preferably in a transit or public agency.  Bachelor’s degree preferred.  Excellent oral and written presentation and communication skills are essential.  Advanced computer and analytical skills required.  Experience meeting federal government standards and regulations, and knowledge of the automotive or transportation industry a must.

 

SALARY

Grade 13 – $5,118 -  $7,919 DOQ.  Excellent fringe benefits package.  Employment is conditional upon successfully passing a physical, drug and alcohol test, and a background investigation.
