ALSTOM Power, Inc., is a world leader in the supply of power generation services and equipment.  ALSTOM’s Boilers Business Heat Recovery Steam Generator (HRSG) group provides Sales, Engineering, Procurement, Erection and Commissioning on Projects for horizontal, vertical and once-through Heat Recovery Steam Generators.

 

We welcome you to apply for the following opportunity as PROCUREMENT AGENT supporting Boiler Business’ HRSG projects located throughout the world. The position resides in Windsor, CT.

 

Primary responsibly is for developing project procurement strategies and for managing the proposal and contract execution phases of the procurement process. Under the supervision of a Procurement Manager and Project Manager, the position is accountable for the development and execution of strategic and project cost reduction/savings and to ensure that lowest total cost is attained including the proper management of risk and implementation of appropriate terms and conditions.

 

Responsibilities include but are not limited to:
Review customer specifications and contract documents for commercial comments/input and provide input as the Procurement’s representative in profit center proposal/contract strategy and execution plans.
Develop a summary level proposal and contract execution procurement plan, which identifies a project strategy, sourcing requirements, supplier bid matrix, and commercial requirements.
Determine and manage manpower and man-hour requirements to properly execute the procurement scope of work in proposal and contract execution.
Accountable for the costs, risks and liabilities of material, fabrication and services on identified procured scope for inclusion into proposal estimate.
Responsible for project budget control (“As-Sold” vs. commitments) of purchased goods and services for projects assigned.
Assure all procurement activities are integrated into project master schedule.
Prepare Requests for Quotation in accordance with strategic initiatives and with technical and commercial requirements that are consistent with proposal and contract execution plans.
Receive quotations and perform evaluations of all aspects of each Supplier’s bid to assure that the Supplier considered for award complies in all respects with project requirements.
Select Supplier, obtain project team concurrence and negotiate to obtain lowest total cost.
Prepare and issue purchase orders assuring all technical, commercial and legal issues have been properly reviewed and incorporated.
Assure that transportation plan is properly evaluated in the source selection process and coordinated with the selected Suppliers.
Manage the change order process (scope, schedule, price, terms) including complete analysis and justification of incremental change.
Accountable for on-time delivery of all Suppliers deliverables including coordination of expediting activities and to review Supplier invoices to assure compliance with purchase orders.  Assure all Supplier commitments are fulfilled throughout purchase order life including warranty obligations and resolve Supplier non-conformance issues including generation of claim positions and resolution of backcharges.

Qualifications:
BS degree in Engineering or Business Administration discipline; or practical experience sufficiently applicable to the specified position functions.
Ten (10) to fifteen (15) years of procurement and/or related experience (i.e., Commercial Support, Project Management, Sales, etc.).
Effective negotiating and strong interpersonal skills.
Ability to interface and coordinate with other disciplines in a matrix environment
Thorough knowledge of boiler island scope/products.
Strong data management capabilities reinforced with PC application and JDE skills.
Domestic and international travel required.
Requires a high degree of planning ability that allows the merger of strategic supply management initiatives with specific project objectives.
High degree of leadership and independent decision making involving all procurement functions on diverse domestic and/or international projects with extensive variations in strategic procurement planning.
Requires knowledge of the application of current foreign and domestic market conditions, commercial terms, contract law and purchasing methods, including fair and ethical business practices, policies, procedures and techniques.
Expected to train less experienced Buyers/Procurement Agents.
