JOB DESCRIPTION
FOR
OUTPATIENT PROGRAM DIRECTOR
KEN KENNEMER OUTPATIENT TREATMENT PROGRAM
REQUIREMENTS
1. Master’s degree in a behavioral science, or Bachelor’s degree in a behavioral science with two years related experience or equivalent related experience; and State-recognized substance abuse counseling certification and three years counseling experience; Education and/or experience may be substituted for Master’s degree.
2. Preferred experience working in a Drug/Medi-Cal program, with knowledge and understanding of regulations, requirements, audit exceptions and all paperwork requirements.
3. Ability to write progress notes, treatment plans, business correspondence and other documents clearly and with proficiency.
4. Understanding of substance abuse, addictions, and related disorders, and ability toeffectively assist program clients in treatment of these disorders - ESSENTIAL.
5. Must demonstrate a personal commitment to recovery and a healthy lifestyle. If recovering, at least three consecutive years of unbroken abstinence/sobriety, andactive involvement in ongoing individual recovery program - ESSENTIAL.
SPECIFIC RESPONSIBILITIES
1. Supervises all outpatient staff.
2. Provides individual and group counseling, and maintains a caseload of clients.
a. Assists clients in developing a treatment plan.
b. Conducts specific counseling interventions to assist clients meeting treatment goals.
3. Maintain client files to meet program and contract criteria, including documentation of treatment plans, counseling, and other services as specified in the program protocol.
4. Plans and conducts group meetings for program clients.
a. Presents group curriculum.
b. Assists with facilitation of group meetings.
c. Facilitates parent group meeting.
5. Attends and participates in staff meetings.
a. Staff business meetings.
b. Client case review meetings.
c. Utilization review meetings, as assigned.
6. Maintains contact with referral sources.
7. Ensures that all quality assurance requirements are met.
8. Must maintain good relationships with clients, co-workers, government representatives and any others with whom the Agency is transacting business, and relate to them in a professional manner – ESSENTIAL
9. Personnel Management
a. Recruit and screen facility staff.
b. Make recommendations in regard to employing and terminating staff.
c. Implement orientation and training of staff.
d. Provide training as needed in residential program recovery skills.
e. Responsible for personnel evaluation consistent with Turning Point guidelines and making recommendations for advancement, special adjustments, and disciplinary action in appropriate cases.
f. Assure that all facility staff are oriented to the personnel policies and follow them.
g. Supervise specific clinical personnel regarding their skills overall functioning and case management.
h. Maintain client records to meet funding requirements and Agency guidelines.
i. Recommend policies and procedures as needed for the program to the Regional Director.
10. Comply with all Turning Point policies and procedures.
11. Will drive on Agency business.
12. Other duties as assigned by the Regional Director or Designee of the Regional Director.

PROGRAM DIRECTOR
PSYCHIATRIC ALTERNATIVES RESOURCES
REQUIREMENTS
1. Masters degree in an appropriate field or experience equivalent. Current license as a L.C.S.W., M.F.C.C., Psychologist, or Masters degree in Public Administration or a related field - ESSENTIAL.
2. Minimum of two years experience in administration of Social/Human Service program - ESSENTIAL.
3. Minimum of two years experience with the mentally ill - ESSENTIAL.
4. Ability to supervise staff and work effectively with mental health system client - ESSENTIAL.
5. Current certified training in emergency first aid procedures.
SPECIFIC RESPONSIBILITIES
1. Development of program activities and program procedures.
a. Implement procedures and activities which comply with funding contract requirements.
b. Determine staff assignments.
c. Coordinate all program functions.
2. Public Relations
a. Develop and maintain community relationships with agencies serving the program such as Probation, Welfare, Mental Health, local medical facilities, etc.
b. Obtain written agreements with agencies which provide referral and ancillary services.
c. Represent the program in public settings.
3. Personnel Management
a. Recruit and screen facility staff.
b. Make recommendations in regard to employing and terminating staff.
c. Implement orientation and training of staff.
d. Responsible for personnel evaluation consistent with Turning Point guidelines and making recommendations for advancement, special adjustments, and disciplinary action in appropriate cases.
e. Assure that all program staff are oriented to the personnel policies and follow them.
f. Supervise program staff regarding their skills, overall functioning and program management.
4. Evaluation
a. Produce monthly reports as required.
b. Maintain close contact with monitors and the Regional Director to review progress and operation of the program.
5. Clinical
a. Provide assessment and counseling to clients.
b. Enter significant information related to client treatment in case files.
6. Approve and monitor expenditures and revenue; ensure revenues exceed or equal expenses.
7. Supervise and monitor facility maintenance, cleanliness, repair, etc., to ensure that any problems are corrected.
8. Ensure that the program is operated in accordance with Turning Point program policies and procedures. Changes to these policies and procedures must be approved by the Regional Director prior to implementation.
9. Attend relevant meetings.
REQUIREMENTS FOR BOTH PROGRAMS:
1. Possession of valid driver’s license and access to a dependable means of transportation that is properly insured and operated per requirements of all laws.
2. Ability to use the equipment necessary to complete the responsibilities of the job - ESSENTIAL.
3. Ability to pass drug screen - ESSENTIAL.
4. Ability to obtain criminal records clearance check - ESSENTIAL.
5. Must maintain good relationships with clients, co-workers, government representatives and any others with whom the Agency is transacting business, and relate to them in a professional manner - ESSENTIAL.
6. Must be available by cell phone as needed – ESSENTIAL.
