SENIOR CONTRACTS MANAGER
DESCRIPTION: This individual will report to the chief financial officer. The senior contracts manager will supervise the contracts department and have responsibility for negotiation, administration, and termination of prime contracts, subcontracts, and teaming agreements. This position works closely with the senior officers (e.g. chief financial officer, director of operations, vice president, and president), program managers, and program development teams. There are no procurement responsibilities in this position.
This individual will review Request for Proposals (RFPs) bid solicitations and prepare cost proposals with supporting data for conformity with government agency and company policies. Manage contracts, subcontracts, non-disclosures, and teaming agreements so approvals, extensions, modifications, supplemental funding requests, key personnel notifications, and other actions are handled promptly. Perform close–out administration of contracts and related subcontracts, including compliance evaluation, modification processing, routing of contractual documents, contract filing and maintenance of contract files, and maintenance of Deltek GCS Premier contracts database. Supervise, mentor, and provide career development to contract staff. Ensure compliance with appropriate regulations including FAR. Coordinate with program managers on financial and administrative matters that impact contracts. Coordinate information between customers and corporate staff. Prepare spreadsheets, spend plans, fee analyses, and profitability projections in a Microsoft Office environment. Assist the chief financial officer prepare the annual incurred cost submission report to DCAA. Additionally, this individual could perform special projects of an urgent and sensitive nature and have other duties as assigned.
REQUIREMENTS: To be considered for this position, knowledge of appropriate regulations including FAR and DFAR are required. Customer service skills and maintaining a good working relationship with co-workers are an important element of this position. Candidate must be able to complete tasks fast and accurately with minor supervision. A Bachelors Degree in Business Administration, Management, or Accounting, or related field is required. Candidates must be skilled in analyzing contracts for compliance, and have expertise in dealing with non-routine and complex projects. Seven to ten years of relevant experience in the administration of government contracts is required. Experience with a variety of contract types (FFP, CPFF, T&M, IDIQ) is required. Hands-on experience with proposal budgeting and costing is required. Supervisory experience and computer proficiency in MS Excel and MS Word, and a track record of being a team player with flexibility to adapt to changing work requirements are essential. Familiarity with Deltek GCS Premier contracts database required. This individual must be able to follow through on projects to completion, have exceptional verbal and written communication skills, be a self-starter with a positive attitude, and be prepared to actively pursue new challenges. The selected applicant will be subject to a government security investigation and must meet eligibility requirements for access to classified information.
