The New York City Department of Health and Mental Hygiene (DOHMH)?s, Bureau of Emergency Management (BEM) is responsible for coordinating the agency?s response to all public health emergencies affecting the City of New York. BEM seeks a Senior Emergency Communications Manager to provide support to senior staff members on a wide range of public health emergency planning and response functions. The Senior Emergency Communications Manager will report to the BEM Director of Operations and will be responsible for the development, coordination and management of the DOHMH?s Emergency Communications program.
The Senior Emergency Communications Manager will:
' Maintenance of the automated notification system ? serves as primary staff person for maintaining system in non-emergencies and for activating system in emergencies. Training back-up staff. Conducting periodic drills
. Liaising with vendor and Bureau of Information Technology to troubleshoot identified issues.
. Develop and maintain a comprehensive, integrated plan for communications including establishing primary, secondary, and tertiary methods for notification in an emergency. This would include developing and maintaining protocols for the use of all emergency communications resources within DOHMH (Nextel?s, Desk Phones, Radios(800mHz, UHF, VHF), Satellite Phones, Dialogic, Health Alert Network, Call Center, Groupwise, DOHMH Announcements, DOHMH Employee Databank, Public Address systems (building by building), GETS program, WPS Program.
' Oversee the development of a DOHMH Emergency Management Portal/website, coordinating closely with BEM and other relevant programmatic areas. Ideas for the portal include being a secure location for staff to access emergency planning and response information both on-site and from remote locations.
' Oversee development of toll free number for agency staff to call during emergencies to obtain up-to-date information.
' Maintain the DOHMH on-call management program, facilitate and coordinate the on-call incident reporting system, interacting with on-call personnel and Bureau of Information Technology. Review and update procedures/protocols.
' Facilitate the development of an ongoing communications training schedule (e.g. radio use) for all personnel. Work with stakeholders to develop and test the Department?s Emergency Communication plan.
' Lead and/or participate in the refinement of the Point of Dispensing (POD) communications plan (i.e. from one POD to another POD, within the POD, POD to Resource center and POD to Department Emergency Operations Center (DEOC).
' Assist with aspects of internal preparation, planning and response to emergencies. Internal preparation may include: Assisting senior staff in writing response plans, including but not limited to the Strategic National Stockpile plan and the Agency?s Emergency Response plan with a particular focus on notification and communication protocols.
' Updating and maintaining information for the emergency contact list for DOHMH staff and external partners including doctors, nurses and other medical providers.
' Facilitate and coordinate the GETS (Government Emergency Telecommunications Service) and WPS (Wireless Provider Service) government emergency telecommunications access programs.
' Performing research on specific topics such as communication and notification systems utilized by other comparable agencies.
' Perform other duties as assigned.
Response preparation may include:
' Responding to community public health emergencies.
' During activations of the agency?s DEOC; coordinate the emergency notification of the ICS management team, work within the ICS planning section as the Communications Officer ensuring the implementation of the agency?s communications plan.
' Assisting senior managers in coordinating emergency planning with stakeholders including other City agencies and jurisdictions.
' Responding to public requests for information.
REQUIRED:
1. A master's degree from an accredited college in economics, finance, accounting, business or public administration, human resources management, management science, operations research, organizational behavior, industrial psychology, statistics, personnel administration, labor relations, psychology, sociology, human resources development, political science, urban studies or a closely related field, and one year of satisfactory full-time professional experience in one or a combination of the following: working with the budget of a large public or private concern in budget administration, accounting, economic or financial administration or fiscal or economic research; in management or methods analysis, operations research, organizational research or program evaluation; in personnel or public administration, recruitment, position classification, personnel relations, employee benefits, staff development, employment program planning/administration, labor market research, economic planning, social services program planning/evaluation, fiscal management, or in a related area.
2. A baccalaureate degree from an accredited college and three years of satisfactory full-time professional experience in the areas described in ?1? above.

PREFERRED:
' Strong written, oral & presentation communications skills as well as excellent research skills.
' Detail-oriented with strong organizational skills.
' Ability to multi-task, organizing a large number of projects simultaneously under pressure and very tight deadlines.
' Previous Public Safety experience preferred.
' Knowledge of the Incident Command System ? ICS 100, ICS 200, ICS 700, ICS 800, NRP, NIMS, CIMS and NFPA 1600, preferred.
' Proficiency with Microsoft Office applications.
' Proficiency with web-based technology.
' Ability to analyze, evaluate and correct technology & equipment systems issues and malfunctions.
' Knowledge of and experience with emergency communications solutions and systems (radio, landline, satellite, wireless, mobile, etc.).
