Serve as lead representative of AmeriChoice, UnitedHealth Group’s Medicaid subsidiary, at the state legislature, regulatory agencies and with other stakeholders on legislative, regulatory and policy matters. Primary responsibilities include monitoring plan performance to ensure compliance with the state’s Medicaid contract and regulatory requirements as well as developing strategies to influence and affect state regulations, legislation, contracts and the design of state funded health care programs. The Vice President of Government Relations position will report to the corporate Vice President of Government Relations and Regulatory Affairs as well as the local health plan’s Chief Executive Officer/Executive Director.
Responsibilities
·   Develop both long and short-term legislative and regulatory strategies to advance business, maximize revenue and increase membership.
· Ensure compliance with state Medicaid contract and regulatory requirements.
· Monitor plan performance.
· Provide oversight of contract lobbyist and legislative matters.
· Liaison with state regulatory agencies on matters of law, rule, regulation and compliance.
· Develop and maintain relationships with regulators, elected officials and their staff, state associations and community organizations and leaders.
· Evaluate impact of legislative and regulatory initiatives; develop recommendations and strategies for Senior Management consideration.
· Track, provide comment on and influence existing and proposed state regulations, reimbursement rates, contracts and other requirements.
· Assess plan operations barriers and regulatory risks and notify Senior Management team on deficiencies so that identified issues can be properly addressed.
· Lead preparation for state audits.
· Review all state communications prior to submission (ex. reports, corrective action plans and policies and procedures).
· Participate in efforts to identify and evaluate new business opportunities.
· Proactive engagement with regulatory officials to reduce sanction amounts and reduce the number of corrective action plans year over year.
Minimum of seven (7) years of combined experience in state government, legislative, regulatory and/or health care policy environment required.
Knowledge of and experience with Medicaid managed care and/or government funded health care programs preferred.
Excellent planning, analytical, writing, verbal and presentation skills required.
Ability to perform multiple tasks and to prioritize projects.
PC proficiency required.
