Manager, Lending Compliance

  Manage the lending compliance guidance and ongoing monitoring for product development, customer communications (including disclosures and advertising), system setup and processing of Credit Card, Home Equity, Retail and Wholesale Mortgage Lending, and not limited to the following requirements:

-  Regulation B, Equal Credit Opportunity Act

-  Fair Credit Reporting and Fair Housing Acts

-  Flood Disaster Protection Act

-  Real Estate Settlement Procedures Act

-  Regulation O, Insider Lending Act

-  Regulation Z, Truth in Lending Act

-  Fair Debt Collection Practices Act

-  Homeowners Protection Act

 

Monitor and communicate regulatory amendments and the associated impact to Policies, Programs, and business unit processes.

Assist in the Office of Thrift Supervision ("OTS") Examination process by preparing the business units, validating and organizing documentation, including direct interaction with the examination team.

Communicate and escalate issues, as appropriate, and provide periodic updates to Chief Compliance Officer, EVP Credit & Risk, Chief Administrative Officer, and Board of Directors.

Oversee activities of one to three (1 - 3) compliance staff (Analysts and/or Specialists) and assume project leadership roles, as assigned / identified.

Minimum Professional and Technical skills required include, but are not limited to:

-  Minimum of five to seven (5 - 7) years experience of experience managing compliance-related activities (i.e., Regulations O and Z, Flood, etc.) for a federally regulated bank/thrift (or equivalent service with a regulatory body such as the FDIC or the OTS).

-  Highly knowledgeable in retail and wholesale mortgage lending, lending regulations.

-  Excellent ability to interpret and communicate regulatory guidance.

-  Experience in managing, mentoring, and providing ongoing feedback to staff regarding performance, as well as completing annual performance evaluations and career development planning.

-  Experience in developing and implementing compliance policies, programs, and procedures.

-  Experience in creating and delivering presentations to Executive Management and Board of Directors.

-  Experience in developing and delivering compliance communications to business unit and support function personnel.

-  Excellent analytical, communication (verbal and written), organizational, business acumen, and report writing skills.

-  Be results oriented and work with minimum supervision.

 

Minimum Education, Certification, Training:

-  Bachelor's Degree

-  Bank Compliance Certification (e.g., CRCM, CCBCO, ACAMS)

-  Completion of ABA Compliance School and/or Graduate Compliance School (preferred)

-  Continuing education from regulatory seminar or conference participation

 

Additional Comments

This role requires an understanding of the sensitivity of potential issues identified and an ability to provide regulatory guidance and interpretation to business unit and support function personnel, monitor issue to resolution, and follow up to validate potential issues are resolved in accordance with the applicable regulatory requirement.  Adherence to the confidentiality and proprietary nature of company information is critical.

 

This role requires teamwork with the Compliance, Legal, and Advertising Review Departments and especially with the various business units.  An ability to interpret the regulatory requirements and apply them to the business processes and effectively communicate to the business unit and support function personnel is extremely important.
