Proposal Analyst, Senior
Key Role: Provide support and guidance to business leaders for the development of responses to Requests for Proposals (RFQs) under government contract vehicles, including Government-wide Acquisition Contracts (GWACs), Multiple Award Schedules (MASs), and Blanket Purchase Agreements (BPAs). Assist in the selection of a contract vehicle to meet client needs. Provide insight to the unique requirements of GWACs, MASs, and BPAs, read and interpret RFQs to identify critical content items required for response, deliver templates, and provide guidance for proposal development. Interface with the capture manager, proposal manager, proposal team, contract administrators, subcontracts, and others to achieve an integrated result. Participate in the development of cost proposals and analysis to business leaders, including profitability and bases of estimates. Conduct a compliance review of the complete proposal package, update proposal information in the database, and upload documents in the repository.
Basic Qualifications:
-4+ years of experience with government procurement
-2+ years of experience with proposal preparation, analysis, and support with a government contractor
-Knowledge of, and insight into federal government contract vehicles, including GWACs, MASs, and BPAs
-BA or BS degree
-Ability to commute to McLean, VA
Additional Qualifications:
-Experience with managing and developing staff
-Ability to provide expert financial and operational support to government contracts
-Ability to develop and deliver briefings and training materials
-Ability to prioritize, multi-task, and thrive in a fast-paced environment
-Ability to work collaboratively across organizations and with individuals at all levels
