Manager-Cost Estimating

This position is located in our MA, Needham facility

Responsible for all Proposal Cost Estimating across Wireless Services. Working closely with Operations Management, Program Managers and assigned Business Development and Capture Management resources this position will have the following responsibilities:

Responsibilities:
• Provide Basis of Service Estimates and Bills of Material for all costs necessary to meet RFP requirements.

• Work with Program Mgt and Capture Mgr in writing a Statement of Work for all required services.

• Work directly with subcontracts and subcontractors to get multiple quotes for all services required in the new business opportunity

• Prepare make - buy analysis for self performing services vs purchased services

• Gather costing details in accordance with the proposal WBS

• Coordinate subject matter experts for construction and site acquisition in determining best economical solution for the requested customer need.

• Monitor scope changes throughout the acquisition cycle to final proposed configuration and modify costing assumptions accordingly.

• Collection and maintenance of a historical cost database for all proposed solutions and actual performance baselines on various wireless telecom build outs.


Requires Bachelor's degree.

Requires minimum 7 years experience.
• Full understanding of the Capture Process and winning business in telecom environment, 8 - 10 years of increasing responsibility including managing people and business processes.
• Experience in reading and responding to large network RFP's
• Experience in construction and site acquisition preferably in Wireless environment
• Excellent system skills and comfortable working at a low level of detail
• Excellent presentation skills and must enjoy working in a team environment with tight deadlines
