Lead Environmental Health and Safety (EHS) Specialist
Under limited supervision and working in team environments, the position of Lead EHS Specialist will support operations in our WEST Division. This position may be located out of our offices in San Diego, CA; Ventura, CA; or Richmond, CA.
Specific responsibilities include, but are not limited to, the following functions:
· Serving as the WEST Division Site Safety and Health Officer, ensuring that Site Safety and Health Plans for hazardous materials projects and Accident Prevention Plans for construction projects are prepared and implemented in accordance with corporate directives and client specifications.
· Close interaction with Project Managers, Construction Managers, subcontractor personnel and client Contracting Officers.
· Conduct accident investigations, prepare and review accident reports and results of daily inspections.
· Coordinate with the Construction Superintendent and Safety and Health Manager regarding corporate policy or procedure changes that may impact construction or remediation projects.
· Conduct initial site-specific EHS training.
· Conduct site safety and health inspections of project sites. Have authority to ensure site compliance with the following:
- Specified safety and health requirements including Federal, State, and OSHA regulations.
- Enforcement of all aspects of the Site Safety and Health/Accident Prevention Plans including, but not limited to:
§ The activity hazard analyses
§ The use of PPE
§ Decontamination procedures
· Serve as a member of our quality control staff on matters relating to safety and health.
· Conduct industrial hygiene exposure monitoring in conjunction with the corporate EHS Manager.
· In coordination with site management and the Corporate EHS Manager; recommend corrective actions for identified deficiencies and oversee the corrective actions.
· Provide continued support for upgrading/downgrading of the level of personal protection. Be responsible for recommending changes to engineering controls, work practices, and PPE.
Requirements:
The successful candidate will posses a BS/BA degree in occupational safety; industrial hygiene or related field and have 5-10 years experience, preferably in the construction and/or environmental remediation industry. An advanced degree in an applicable field related to occupational health and safety may be substituted for some experience. Certification as a CIH, CSP, CHMM, CHST, or OHST is a plus. The successful candidate must demonstrate knowledge in the field of industrial hygiene, construction safety, radiation safety, hazardous waste operations and emergency response, confined space entry, and safety training. Experience with IH-field equipment and exposure monitoring preferred. Proficient use of software programs (e.g. MS Office products) to complete technical reports, prepare training presentations, and manage electronic data is required. Other critical skills for success include: ability to work individually and in a team environment, multi-tasking, managing competing accountabilities and project priorities to meet deliverable timelines, ability to reprioritize work when encountering unscheduled or unplanned events, excellent oral and written communication skills, and ability to efficiently work in a dynamic and pressured environment.
Familiarity with the following regulations and guidance documents will be highly useful:
Occupational Safety and Health Administration (OSHA) 29 Code of Federal Regulations (CFR) 1910.120, OSHA 29 CFR 1926; California Labor Code Section 6401.7, Title 8, California Code of Regulations, Section 5192; and the U.S. Army Corps of Engineers (USACE) “Safety and Health Requirements Manual”, EM-385-1-1, 3 November 2003
Current training in the OSHA 40-hr HAZWOPER and 8-hr HAZWOPER Refresher, 8-hr HAZWOPER Supervisor, the 10-hour OSHA Construction Safety training (minimum), (30-hr preferred) and current CPR/First-Aid certification is required. Evidence of current training must be readily available.
