Project Engineer - LAR

Shell Oil Products US is currently seeking a Project Engineer for its refinery in Los Angeles, California.

Responsibilities:
In this position, you will be responsible for coordinating the day-to-day activities of the Project Team in meeting business objectives by optimizing project execution subject to agreed upon cost, schedule and technical requirements. You will act as the Shell focal point for directing contractors involved in the execution of assigned work.

Key Accountabilities Include:
- Works with the Asset Development Management Team to develop the Project Assurance Plan
- Serves as primary focal point for development of the Project Execution Strategy, Project Execution Plan, and Project Implementation Plan.
- Coordinates Shell and contractor efforts in finalizing project scope, cost and schedule. After scope final definition phase, ensures that project is implemented in accordance with agreed scope, cost, schedule, and project strategies.
- Participates in the development and presentation of capital project investment proposals to the governing committee.
- Holds each team member accountable for results against the project strategies and mutually agreed project milestones.

- Coordinates interface between the project team and the refinery turnaround organization.
- Facilitates problem solving and conflict resolution on issues affecting project scope, cost and schedule.
- Brings forward innovative ideas to improve cost, schedule and the project execution work process.
- Includes assessment of risk to business premises and project strategies.
- Facilitates Shell inputs to the project in accordance with agreed specifications.
- Facilitates the Shell project decision process to assure appropriate project team members or others inputs are solicited.

- Assures that Shell's project decisions are communicated to and documented with the Contractor.
- Participates in project premise development and process design as appropriate.
- Participates in the contract and procurement strategy development, evaluation, and selection as appropriate.
- Participates with assigned Shell specialists in the development of project specifications.
- Coordinates contractor specification development process.
- Manages the project control system. Forecasts and tracks progress and costs vs. schedule and budget.
- Manages the project variance process and escalates potential changes as appropriate.
- Interacts with Shell and contractor organizations to assure agreed upon quality control and quality assurance requirements are being met.
- Interacts with the location operations coordinator to assure cost effective execution of planned field activities.
- Participates in unit commissioning and start-up activities as needed.
- Participates in resolution of unit design deficiencies and/or vendor warranty issues as required.
- Participates in development of field labor strategy for the project along with Construction manager.
- Directs the construction contractors in the field execution of the project in accordance with the established field execution strategy.
- Participates in the development of overall field strategy as it relates to parking, letdown, traffic, offices, etc.
- Interacts with Shell and Contractors to assure that the field activities are being carried out safely and in accordance with agreed safety program.
- Coordinates the turnover/acceptance process for completed facilities.
- Assures the completion of project close-out activities

Requirements:
To be considered for this position, you must possess a Bachelor's Degree in Mechanical Engineering, Civil Engineering, or Chemical Engineering and have approximately 3 or more years of experience at a manufacturing site.
