The Navajo Tribal Utility Authority (NTUA), an electric, natural gas, water, and wastewater treatment supplier for the Navajo Nation, is seeking qualified candidates for the position of General Manager.  The Navajo Tribal Utility Authority is a public agency and enterprise of the Navajo Nation, serving approximately 38,000 electric, 7,100 natural gas, 32,500 water, and 12,800 sewer customers.  NTUA, with $70,000,000 in annual revenues, employs over 500 persons.

 

The General Manager must be committed to achieving excellence in performance with strong financial, strategic, and organizational skills, preferably in the management of a municipally or cooperatively-owned utility.  Power supply expertise is important and must be complimented with exemplary people skills, communications skills, financial and budgeting experience as well as knowledge of integrated business software such as SAP. Experience and knowledge regarding the issuance of tax-exempt debt, marketing, computer skills, a working knowledge of Rural Utilities Services lending practices, and a high commitment to follow through, are a plus.

 

Personality traits for the General Manager include honesty and integrity, a strong focus on safety, professionalism and an ability to effectively communicate and interact with the public.  The General Manager must be consumer-oriented, have a successful record in leading and developing staff, be an organizational and strategic thinker with innovative and have visionary skills to lead the NTUA drive for excellence in performance. The General Manager will be a decisive leader, yet capable of leading and developing the team philosophy at NTUA.

 

It is desirable for the General Manager to have experience in governmental relations at the tribal, local, state, and federal level.  Experience in attracting and retaining large commercial and industrial customers is highly desirable.  A history of accomplishments will be an important consideration.

 

A bachelor’s degree is required, preferably with emphasis on business management courses.  Previous experience as a senior level manager of a combined electric, natural gas, water, and wastewater municipal utility is ideal.  Also, management-level experience in an organization with a substantial number of staff is a plus, as is major project development to completion. 

 

While all applications are encouraged and will be considered, Navajo Law gives preference to Navajo applicants, and the successful candidate will require approval of the Navajo Nation Council. NTUA reserves the right to determine whether an applicant possesses “necessary qualifications” as defined under the Navajo Preference in Employment Act.  While not necessary the bilingual skills in Navajo and English will be an added plus.

 

A personal commitment to preserving the independence and well being of the Navajo Nation, as well as the skills to work effectively with a seven member Management Board, the Staff, and the community is essential.

 

Relocation to available housing provided by NTUA in Window Rock, Arizona, located 25 miles northwest of Gallup, New Mexico, will be expected.
